Carbon debate now more substance, less spin: CSU expert

The recently announced carbon policy is the Gillard Labor Government's first real attempt at clear policy leadership, where "substance has prevailed over spin", says Charles Sturt University (CSU) political scientist, Dr Dominic O'Sullivan.

“The Prime Minister's announcement of the carbon reduction policy could be the Government's last chance to re-set the policy agenda for the two years leading up to the next election,” he says.
 
“The policy provides a significant polarising issue between the two major Federal parties, which we have not seen since the ‘Work Choices’ debate in 2007.”
 
Dr O’Sullivan believes, “it gives the Opposition a clear point of differentiation and an opportunity to set out an alternative vision to take into the next election.
 
“This is good for democratic politics and sets the scene for interesting political debate over the next two years,” he said.
 
“The negotiations with the Greens and independents also introduced compromises into the original carbon policy proposed by Labor, which highlighted their importance to the Gillard minority government.”
